Is Echo just Peec AI plus more features?

The tracking part is close: both ask real prompts on several assistants every day and count mentions, position, sentiment and citations. Echo was built around the step after that, the actions, and grew the rest of the loop around them. If you'd only use the tracking, Peec is the cheaper choice.

Why is Echo so much more expensive than Peec?
